The parliament adopted the law on energy efficiency
The Verkhovna Rada adopted the law on energy efficiency. The official name is draft law No. 4507 “on energy efficiency”.
270 people’s deputies voted in favor, the press service of the parliament reports.
“The purpose of the draft law is to establish the legal, economic and organizational basis for activities in the field of ensuring energy efficiency, ensuring the implementation of energy – efficient measures that are carried out during the production, transportation, transmission, distribution, supply and consumption of energy,” the report says.
The draft law in particular proposes to define:
- basic principles of state policy in the field of ensuring energy efficiency;
- features of formation and implementation of national energy efficiency action plans;
- approaches to the formation of a strategy for ensuring the energy efficiency of buildings.
The document also defines the specifics of accounting for energy efficiency criteria in public procurement or purchase and lease of buildings by state authorities, local self-government bodies and legal entities that meet the needs of the state or territorial community.
At the same time, the draft law defines the principles of energy audit and management, the principles of stimulating energy efficiency in the field of electricity transmission and distribution, transportation and distribution of natural gas, as well as the basics of stimulating energy efficiency in the field of heat supply.
As indicated in the explanatory note of the draft law, the implementation of its provisions “will contribute to creating conditions for improving the efficiency of using fuel and energy resources in Ukraine, improving the standard of living of the population due to reducing the cost of paying for energy resources, rational use of state and local budgets, which are used to compensate for expenses related to the use of energy resources, and will contribute to improving the energy independence and energy security of the state.”
